UCSD Planning Topics...

The planning, design and construction functions for the UCSD campus are carried out primarily by units responsible to the Vice Chancellor for Resource Management and Planning.  The Capital Planning Office coordinates the process for project approval and funding.  The campus' capital project development process includes a needs and feasibility assessment, identification of funding source(s), the preparation of a Detailed Project Planning and Cost Estimate, and a Project Planning Guide.  The work is coordinated with campus Physical Planning and Facilities Design and Construction.

Currently, over 8 campus projects are under construction, representing a total cost of approximately $553 million.  Eighteen projects are in various phases of planning or design, and have a total cost of approximately $1085 million.  These projects are illustrated on a map prepared by the offices of Capital and Physical Planning.

The Capital Planning Office prepares regularly updated reports regarding the campus capital development program:

The Physical Planning Office is responsible for project site selection, project planning and design compliance with campus plans and studies, and project environmental review.  The planning process involves consideration of the Long-Range Development Plan, the Master Plan, the applicable Neighborhood Plan, and other policies and studies, such as signage, outdoor lighting, landscaping, or open-space management.

Working closely with Capital Planning and Facilities Design and Construction, the Physical Planning staff prepare reports and recommendations for review and action by the Campus Community Planning Committee, the advisory committee to the Chancellor on planning and land use matters.  All campus projects are subjected to environmental review, consistent with the California Environmental Quality Act (CEQA).

The actual design and construction of campus building and infrastructure is overseen by the Facilities and Design Construction (FDC) office.  FDC architects and project managers, assisted by outside architects, engineers and consultants, provide project programming, plan and specification preparation, bidding and award of construction contracts, and construction supervision and inspection.  Throughout the planning and design process, the campus Design Review Board advises the office and the campus.
